Miss effects are reserved for dailies, just as ongoing damage (minus fire shroud), save ends effects and after effects.

Mages don't deal damage in the system. Any changes to the spells you make will greatly affect the balance of their remaining powers. My opinion, having played a 4e mage (and hated it).
